Date Posted: 10/9/2017 Closing Date: 10/30/2017 Hiring Agency/Seniority Unit: Minnesota Department of Health Division/Unit: Environmental Health / Environmental Impacts Analysis Work Shift/Work Hours: Day Shift / 8:00am – 4:30pm Days of Work: Monday – Friday Travel Required: Yes Salary Range: $25.22 – $37.16 /hourly; $52,659 – $77,590 /annually Classified Status: Classified Bargaining Unit/Union: 214–Professional/MAPE Connect 700 Program Eligible: Yes Job Summary The incumbent will establish, through planning and administration, statewide goals for new areas/projects implemented by the Environmental Impacts Analysis (EIA) Unit related to climate change impacts on public health, health impact assessments (HIAs), and other related environmental health issues. The position is responsible for planning and implementing HIA and climate change adaptation efforts performed by the Environmental Health Division in coordination with a number of other MDH Divisions and state agencies. Duties include establishing and prioritizing program goals and objectives, implementing objectives and assuring that they are met in a timely manner, evaluating program performance, coordinating climate change and HIA work within MDH, and reporting work orally and in writing via reports to state and federal officials. Additional tasks include facilitating the MDH Climate Change Workgroup and the Minnesota Climate Change Steering Team, performing HIAs, researching climate and health impacts, providing climate change and HIA training, mapping priority populations for planning efforts, evaluating interventions, and managing contracts. This position serves as a planning and technical resource for the EIA Unit and provides technical assistance related to the assessment of climate and other environment-related impacts on public health to other units of government and division management. Minimum Qualifications: Bachelor’s degree and two (2) years of advanced professional experience in planning, implementation, and administration in a public health program or related field. Experience must include strategic planning, policy development and implementation, program evaluation, and coalition building. OR Bachelor’s degree and five (5) years of related experience in planning, implementation, and administration in a public health program or related field. Experience must include strategic planning, policy development and implementation, program evaluation, and coalition building. AND Knowledge of the principles and practices of research and analysis techniques sufficient to formulate study design and methodology and to coordinate and direct work of consultants and interdisciplinary task forces. Knowledge of planning principles, methods, and techniques and ability to apply laws, rules and regulations sufficient to develop or assist in the development of statewide plans. Knowledge of general health research and/or epidemiology experience. Knowledge of health disparities or health inequities. Knowledge of health impacts of climate change. Experience in implementing Health Impacts Assessments (HIAs) or strategies to protect the public’s health from climate change. Experience with project planning and management. Experience writing and editing reports/grants and or organizing material from diverse sources to prepare comprehensive plans. Ability to communicate oral and written presentations and facilitation skills. Ability to review and evaluate technical reports and planning documents. Ability to identify and evaluate information/data and develop policy and program management recommendations. Ability to develop techniques and procedures to accomplish goals and objectives. Ability to design and direct implementation of work plans for major studies. Ability to organize and lead diverse internal/external stakeholder teams. Preferred Qualifications: Master’s degree in public health, planning or other related field. Experience with Geographic Information System (GIS). Advanced experience with program evaluation. Knowledge of Health Impacts Assessments (HIAs). Experience providing trainings to different audiences. Experience with Adobe Suite Software including InDesign and Illustrator. Successful participation of the State of Minnesota Star of the North Fellowship program. Additional Requirements Must successfully pass a background check. Must possess a valid Class D driver’s license.
