Minnesota Department of Health, St. Paul, MN is seeking qualified candidates. To fill the position of Swimming Pool Program Planner

Position Description: 

This position has statewide responsibility and provides the Food, Pools and
Lodging Services Section (FPLS) with leadership, program planning and
development, technical expertise, and evaluation of Section activities.
The position protects public health via Minnesota Statutes and Minnesota
Department of Health (MDH) rules as they pertain to state and locally
delegated FPLS programs, and to provide other core public health
functions for the FPLS Section. The position is within the Partnership and Workforce Development Unit at MDH.

The incumbent in this position is responsible for:

  • Setting goals and facilitating long-range planning and evaluation of statewide needs for the swimming pool program
  • Developing and implementing an internal and external training plan related to swimming pool inspections
  • Conducting inspections of newly constructed or remodeled swimming pools
  • Developing
    and implementing evaluation tools and systems to assess locally
    delegated FPLS programs’ conformance with FPLS delegation agreements and
    providing technical expertise to the unit.

must be able to travel within Minnesota as well as out-of-state

Position Requirements: 

Minimum Qualifications:

degree AND two years of advanced professional experience in the
planning, implementation and administration of environmental health,
public health or environmental protection programs.

as an Environmental Health Specialist/Sanitarian in Minnesota or
ability to obtain registration within six months of start date.

Certified Pool Operator or Aquatic Facilities Operator certification or ability to obtain certification within six months of start date.

of the principles and practices of research and analysis techniques
sufficient to formulate study design and methodology and coordinate and
direct work of consultants and interdisciplinary task forces.

of, and experience in, policy analysis and planning, research methods,
and state and federal laws governing the development, management, and
delivery of public health and environmental health programs.

Ability to review and evaluate technical reports and planning documents.

Ability to identify and evaluate information/data and develop policy and program management recommendations.

Ability to conceptualize alternative solutions to complex issues and convey them to diverse audiences.

to write, edit and organize material from diverse sources to prepare
comprehensive plans and communicate oral and written presentations for
use within and outside the department.

Ability to develop new techniques and procedures for accomplishing goals and objectives.

Ability to design and direct implementation of work plans for major studies.

Ability to organize and lead diverse internal/external stakeholder teams.

Preferred Qualifications:

Master's degree in public health.

Experience in environmental health regulatory work.

of and experience interpreting and implementing federal and state laws
and regulations pertaining to the regulation of food establishments,
swimming pools, lodging facilities, manufactured home parks,
recreational camping area, and children's camps.

Knowledge of Minnesota's FPLS delegation structure.

Knowledge of and experience implementing or auditing the FDA Voluntary National Retail Food Regulatory Program Standards.

Knowledge and experience with the theories, principles and practice of continuous quality improvement.

Experience preparing accurate and professional documents such as reports and grants applications.

Decision-making skills sufficient to make conclusions during surveys, evaluations, assessments, or audits.

Knowledge of educational curriculum theory and experience developing educational curricula.

presentation, group facilitation, and public speaking skills sufficient
to professional represent the program(s) and address various and
diverse (external and internal) groups, organizations and media.

Ability to communicate in plain language with external and internal stakeholders about highly technical issues.

Knowledge of computer software tools for remote meetings (Skype for Business, WebEx, and Adobe Connect).

in basic computer software applications including: Microsoft Office,
SharePoint, and the ability to troubleshoot new software.

experience prioritizing daily schedule, tasks and deadlines while
interacting with multiple levels of relationships.

Excellent verbal and written English communication skills.

Experience managing multiple projects or activities at the same time.

Ability to lead without formal authority under conditions of ambiguity.

Ability to work independently and/or in a team environment.

Ability to react to changes in priorities and be able to incorporate changes into daily schedule.

Physical Requirements

Requires occasional lifting and carrying up to 50 pounds.

Ability to drive long distances, walk long distances, traverse inclines and declines, climb stairs, and negotiate tight spaces.

to work in undesirable environmental conditions including inclement
weather, extreme temperatures, and in loud surroundings.

Ability to work in travel status for up to a week or more at a time.
