City of Bloomington, MN Is seeking qualified candidates to fill the following position Environmental Health Program Coordinator.

Position Description:

The City of Bloomington is seeking an individual to coordinate and perform lead work duties in assigned program areas for the Environmental Health Division. This position will coordinate activities to protect public health and safety by achieving compliance with the environmental health food service, retail food, public pools and lodging establishment ordinances. This position will educate customers and encourage voluntary compliance with codes.

Examples of Duties
Coordinate assigned program area tasks
Assist in developing and maintaining program goals and performance measures
Assist in the development and updating of new and existing city ordinances
Approve appropriate permits and licenses in assigned program areas
Assist in identifying ways to increase efficiency and teamwork
Assist in maintaining division policies, procedures, and software programs
Assist in training and standardizing employees to ensure consistency in licensing, inspection, and enforcement
Update Manager and Supervisors of matters that are important to the City’s interests
Assist in reviewing division staff effectiveness and continuously improve operating procedures
Perform environmental health inspections including lead work on complex cases, follow-ups, issuing written orders and maintaining organized records on violations and corrective actions
Enforce all relevant federal, state or city regulations in assigned areas
Assist in legal proceedings by coordinating the documentation and reporting of pertinent information
Assist in coordinating abatement work of City contractors
Complete other duties as apparent or assigned

Food, Lodging, Pool, MHP, Lead and Wells:

Perform lead worker tasks associated with the state delegated programs
Coordinate environmental health activities associated with food and waterborne complaints and outbreak investigations; assist in compiling, analyzing and synthesizing information and produce summary environmental health and epidemiologic reports
Assist in ensuring compliance with the conditions and requirements of delegated program agreements and preparing for state program evaluations
Assist in processing variance requests and reviewing HACCP plans
Coordinate lead risk assessment and enforcement activities
Coordinate plan review process, conduct plan reviews and perform construction inspections to ensure compliance with approved plans
Ensure new or remodeled establishments are properly licensed
Serve on Development Review Committee

Position Requirements:

MINIMUM QUALIFICATIONS

Bachelor's degree in environmental health, biological or physical sciences, public health, or a related field
Five years of relevant work experience in a regulatory environmental health position (a master’s degree in one of the above fields may substitute for two years of the required work experience)
Experience with environmental health codes and practices
Government regulatory experience in environmental health enforcement
Demonstrated effective oral and written communication skills
Minnesota Department of Health (MDH) or NEHA registration as an Environmental Health Specialist/Sanitarian, or equivalent registration and eligible to be registered with MDH
Valid driver’s license

DESIRABLE QUALIFICATIONS

Master’s degree in environmental health, biological or physical sciences, public health, or a related field
Working knowledge of environmental health codes, food and water borne illness investigation, rental housing, nuisance abatement, property maintenance, zoning and land use, and plan review principles
Work experience demonstrated in progressively responsible positions involving program coordination, leadership and team building
Demonstrated ability to use licensing and inspection, office, and geographic software
Ability to speak a second language, in addition to English that has a recognized presence in the community. (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)
